The house sat empty three winters and the eaves look fine. Is that good?

It is not evidence either way. Ice dams form when heat escaping through the ceiling melts the underside of the snow pack and the runoff refreezes at the cold overhang. With no heat in the house that cycle never starts, so an unheated roof can show a clean eave and still have no ice barrier, no intake and a ceiling plane full of gaps. The first heated winter is when you find out.

Why do you go in the attic before quoting a roof?
